Annual Flagship Report of the Broadband Commission

2025 Report series

The State of Broadband annual report presents a global snapshot of broadband access, affordability, and use. It is written collectively, uniting the knowledge and wisdom of over 40 high-level Commissioners, including UN system leaders, industry CEOs, and distinguished leaders from government, civil society and academia.  

In its 15th anniversary year, the Broadband Commission is launching a new four-part series of reports under the State of Broadband 2025. This expanded approach reflects the growing complexity of the broadband and digital ecosystem, offering focused insights into specific areas: progress toward achieving the Commission’s seven Advocacy Targets; regional developments with a spotlight on Africa; emerging satellite and non-terrestrial technologies; and the broader transformation of digital societies, including AI, data governance, and digital infrastructure.

State of Broadband Advocacy Targets 2025

Release date: 12 June, 2025 
This flagship report reviews 15 years of global progress toward the Commission’s seven Advocacy Targets. It highlights major gains in mobile broadband affordability, digital skills, and gender parity, while noting persistent gaps in fixed broadband access, enterprise connectivity, and meaningful use. As digital divides take new forms, the report calls for renewed focus on human-centered broadband policy.

State of Satellite Broadband 2025

Approximate release date: 19 June, 2025 
Space-based broadband technologies are reshaping the connectivity landscape. This report explores how satellite and non-terrestrial networks (NTNs) are expanding access to remote areas, enabling innovation, and contributing to sustainable development. It also revisits market trends, risks, and regulatory challenges in a sector experiencing rapid growth and transformation.

State of Broadband in Africa 2025

Approximate release date: 26 June, 2025 
Focused on sub-Saharan Africa, this report examines the region’s diverse digital realities, from booming mobile uptake to persistent challenges in affordability, infrastructure, and inclusion. It spotlights demographic opportunities, emerging technologies, and policy paths toward universal meaningful connectivity. 

State of Broadband 2025: Our digital world

Approximate release date: 3 July, 2025 
As broadband becomes the backbone of our digital lives, this report analyzes the intersection of infrastructure, AI, data, and governance. It addresses how digital services and data ecosystems are evolving, and what this means for policymaking, privacy, and sustainable development.
