Captain Esteban Pacha is the Director General of the International Mobile Satellite Organization (IMSO), appointed from 2007. IMSO is an intergovernmental organization of 94 Member States, and works in close cooperation with United Nations Bodies including the International Maritime Organization and the International Telecommunication Union.
Captain Pacha is a Master Mariner and holds Degrees in Nautical Sciences and Maritime Transport, in Industrial Engineering and in Public Management. After serving as Master of merchant vessels, from 1988 he has served at high level appointments within the Spanish Government, becoming Counsellor for Transport at the Spanish Embassy in London (2000-2007), leading the Spanish delegations at various intergovernmental meetings, many of which he Chaired.
He also serves as Governor of the World Maritime University and is Fellow Member of the Nautical Institute, Fellow Member of the Institute of Marine Engineering, Science and Technology and Member of the International Institute of Space Law.
